
The Awards Luncheon was highlighted by a major address by Federal Aviation Administration T. Allan McArtor who announced a five point plan by the FAA to hasten development of a civil version of the V-22 Osprey tilt rotor. Mr. McArtor continued the upbeat spirit of cooperation heard in the opening panel, as he called on joint efforts among various government agencies, the military, and industry to make a civil passenger-carrying tilt rotor a reality by 1995.
Mr. McArtor told the Award Luncheon crowd that this agency is "full tilt on tilt rotor," during his major address.
