The Captain William J. Kossler Award was presented to all the individuals in the armed services in Southeast Asia, who by innovation and imaginative operation techniques, have made significant contributions to the effectiveness of the helicopter. Representatives of the four services accepted the award. They were: Lt. Cdr William A. Rockwell, U.S. Navy; Lt. Col. Harold S. Small, U.S. Army; Major Charles H. Pittman, U.S.M.C.; and Major John C. Gruver, U.S. Air Force (in photo).
