The Feinberg Award is presented to the helicopter pilot who has accomplished the most outstanding achievement toward the advancement of the helicop­ter during the preceeding year. Shapley was recognized for his 20 years of ser­vice as a helicopter test pilot and his outstanding leadership role in the deve­lopment of the Federal Aviation Admin­istration's Helicopter Certification Directorate.
